DOE EMS Status Report Available
On October 1, 2008, the DOE Office of Nuclear Safety, Quality Assurance and Environment (HS-20) transmitted a report to the Office of the Federal Environmental Executive in response to a letter of July 15, 2008, requesting the status of environmental management systems (EMSs) at the Department of Energy, specifically those DOE facilities identified as "appropriate facilities" as of January 24, 2007. The report indicates that all forty-three of the Department's identified "appropriate facilities" had EMSs in place prior to January 24, 2007, and all DOE appropriate facilities are on schedule to be declared "fully implemented" by June 30, 2009. Information Notice on Updated Motor Vehicle Air Conditioning Refrigerant Recovery Standards Available
On September 12, 2008, the DOE Office of Environmental Policy and Assistance (HS-22) issued an Environmental Policy and Assistance Information Notice, "Environmental Protection Agency Final Clean Air Act Rule: Protection of Stratospheric Ozone Revision of Refrigerant Recovery Only Equipment Standards" that discusses the June 18, 2008, EPA direct final rule (73 FR 34644) which updates motor vehicle air conditioning (MVAC) refrigerant recovery only equipment standards. The rule revises Appendix D of 40 CFR Part 82 Subpart B, "Standard for HFC-134a Recover-Only Equipment" in response to an update by SAE of its corresponding standard for this equipment by establishing the minimum requirements for the recovery of HFC-134a (sometimes referred to as R-134a) refrigerant that has been directly removed from mobile air conditioning (A/C) systems. Information on the NPDES Construction General Permit Available
On July 28, 2008, the DOE Office of Environmental Policy and Assistance (HS-22) issued an Information Notice, "National Pollutant Discharge Elimination System [NPDES] General Permit for Stormwater Discharges from Construction Activities" that discusses the General Construction Permit (GCP) that authorizes the discharge of sediment-laden stormwater associated with construction activities. Under Section 402(a)(1) of the Clean Water Act, DOE operations are required to obtain a NPDES permit for stormwater discharges from construction sites. Operators of construction sites located in states without an authorized NPDES stormwater program are subject to the provisions of the CGP. FAQ on DOE Order 450.1A Available
On July 28, 2008, the DOE Office of Environmental Policy and Assistance (HS-22) issued an Information Brief, DOE Order 450.1A Frequently Asked Questions (HS-20-IB-2008-11, July 28, 2008), to address questions brought about by revisions to the previous DOE O 450.1 (issued in January 2003). DOE Order 450.1A incorporates new requirements of Executive Order (EO) 13423, Strengthening Federal Environmental, Energy, and Transportation Management (issued in January 2007), and "Instructions for Implementing EO 13423" (issued by the Council on Environmental Quality in March 2007). Presentation on Implementing DOE Orders 450,1A and 430.2 Available
On July 24, 2008, staff from the DOE Office of Environmental Policy and Assistance (HS-22) presented a slideshow, "Implementing DOE Orders 450,1A and 430.2B", at the "Earth, Wind, and Sun" EMS Conference held at Sandia National Laboratory, New Mexico. The new DOE O 450.1A establishes Environmental Management Systems (EMS) requirements and goals for specific sustainable environmental practices. The new DOE O 430.2B addresses conservation and efficiency goals. The HS-22 presentation provides an overview of these two orders' requirements and goals and how they can be integrated into DOE's Environmental Management and Integrated Saftey Management (ISM) systems with the goal of a more "sustainable" and "greener" DOE.
